Abstract Complex permittivity measurements on fish meal at 9.78 GHz have been made to observe the density dependence. The changes in complex permittivity due to density variation are compared with those due to temperature and moisture variation and are shown to be of simple quadratic form, The locus of complex permittivity changes in the complex plane as a function of temperature is seen to be only slightly different from that due to moisture content changes. The possible elimination of the effects of these parameters in moisture determination by microwave attenuation is discussed.
